That His Excellency has failed,
on the one hand do not think it becoming to comply with the recommendation submitted to you by this Excellency, and on the other hand the Chief Justice stipulates for conditions with reference to the mode of apology which, in His Excellency's judgment, ought not to be imposed on the referee or referees.
That His Excellency objects to institute inquiries as to what passed at his luncheon table that he has reason to believe the Executive Council would not consent to sit in judgment on the matter, that he must therefore leave the Chief Justice and yourself to take such measures as each may deem necessary, - that all communications henceforward must be made Officially through this Office.
